Tasks, Conditions and Standards--How to Do Everything!



Tasks, Conditions and Standards is how we learn to do everything in the Army.  If you are assigned to be the machine gunner in a rifle squad, the first thing you will do is get to know your machine gun:  the M249 Squad Automatic Weapon (SAW).

Before you fire the SAW in combat, you will go through many different Tasks, Conditions and Standards blocks of instruction to learn the weapon, maintain the weapon, fire the weapon and fix the weapon.

Are you an Army cook and you need to fry eggs?  There are Tasks, Conditions and Standards for that. A scientist friend pointed that in the computer world this is algorithm thinking.  Break down every task into steps, clearly define the steps, evaluate.

A complex operation pulls together dozens and dozens of different Tasks, Conditions and Standards and turns that into one smooth operation.  The posts I did recently on Tank Gunnery represented hundreds of individual bits of training from how to zero each of the three weapons on the tank, how to drive with the hatches open and closed, how to determine range, how to maintain the tracks on the vehicle, etc.

When we pass the tests at the end of Tasks, Conditions and Standards, the Army says, "We got Skillz!"

Who Fights Our Wars? Command Sgt. Major Christopher Kepner



Command Sergeant Major Christopher Kepner, the top NCO of the 28th Infantry Division, is a big man with a big personality.  On any duty weekend, 28th ID soldiers can expect to see Kepner anywhere—on a range, in a dining facility kitchen, in a motor pool, or walking into an administrative section office.  He strides faster than everyone one around him.  It’s usual to see him striding down a hallway with a soldier breaking into a trot to keep up.  And just as usual to see this marathon runner with a Ranger Tab stop in mid stride to correct a deficiency or encourage a soldier doing a good job.

In 2010, soon after Kepner became the top in Command Sergeant Major in the 28th Combat Aviation Brigade he led an NCO Development course for all the sergeants in the brigade.  He began that course saying,
“You need to do only two things to be a leader in the United States Army. 
First, keep the men safe as much as possible.
Second, make sure your soldiers maintain standards in every area.
And how will you know if you are doing these two things?
You will eat lunch by yourself for the rest of your career.”

Kepner went on to tell the 28th CAB sergeants how maintaining standards saved the eyesight of one of his soldiers when he served as Command Sergeant Major of a Stryker Battalion in Iraq in 2008 and 2009.  As the young soldier was being loaded into a MEDEVAC he thanked Kepner for “staying in our shit about Eye-Pro[tection].”  Let’s hear a little more about how the Command Sergeant Major looks at his world:

I am a product of . . .
. . .the Army, more so than anything else. I owe the Army a lot.  I graduated high school when I was seventeen.  I was living at home.  I had a Gremlin.  I was a cook at the IHOP.  The only thing I cared about when I got out of high school was, whether I could make enough money to pay for the insurance on my Gremlin, and where was the next party. And, one day on the way home I thought, “Hell, I’ll join the Army.” I had no goals and I had no direction at seventeen.  So, I really, I really, I think, owe the military for who I am and where I am at today for instilling that discipline.
 
Relaxation is . . . .
. . .Sitting on my deck, looking out over the mountains, sipping a Tullamore Dew (12-year-old Irish whiskey, ed.), and smoking a good cigar.
 
There’s value in . . .
. . .taking stock in your life and understanding where you’re at and using that to determine where you want to be. 

You can have the best idea . . .
. . .But, it doesn’t mean squat if you can’t, execute it. The same way with ideas.  There are big-idea guys that couldn’t lead a squad across the street.

My home is. . .
. . .my sanctuary.  It’s very isolated.  I have fourteen acres at the bottom of a mountain. I can be or do whoever I want to be there and the outside world is very secluded from that, and I need that. 

There’s drama . . .
Everywhere! Oh, lord!  There is drama everywhere. Everywhere you have people who interact you have drama.  So, we all have to learn how to live within it and work within it. To accomplish your goals, you’ve got to be able to manage drama. If you say, “I hate drama,” and ignore drama then you’re, you’re not going to be able to do anything.  If somebody says to me, “Oh, I can’t stand the drama.”  I say, suck it up and do what you need to.

War is. . .
Here’s what I will say about war.  I believe that as Army volunteers, we have given up our right to decide which wars are correct and which wars are incorrect. So, so for me to say, make a statement like, “War is,” does not lead to “This war is right,” or “This war is wrong.”  As volunteer members of the service we don’t have that right.  We’ve given that up that right. So, so that being said I would say that war is necessary but it is certainly also horrible. 

Do you get “whiplash” switching from military to civilian life?
The short answer is No. I’ve been in the military since I was seventeen.  Came on active duty when I was seventeen.  Spent the first seven years of my adult life on active duty so I was certainly influenced by military people, growing up in that environment.  That carried over into my civilian job as an operations manger for Schnieder Trucking.  So, I would say I do not have whiplash but I do have to step it down a little bit for the civilians.

But civilian or military, I am I’m pretty much always that focused and intense, and I’m up front with my direct reports at work. Not too much gray area there. As a matter of fact, I had to have a conversation, a performance conversation the other, the other day with one of my direct reports and the conversation was, “You’re not getting it done.  We’re not achieving excellence.  And, because we’re not achieving excellence your work, your work-from-home one day a week has just been revoked.”  So, No. I don’t have a great change. 

How do soldiers see you. . .
When we deployed, I was on patrol walking with one of the platoons.  During the patrol, the Platoon Sergeant said, “You know, Sergeant Major, my soldiers call you The Velociraptor.”  They think I just swoop in from the sky to jump in their . . . [correct them].
“They dare each other to walk past you with some kind of uniform or standards violation,” he said, “and they all talk [deleted] about it, who will really do it.” 
And, I think that sums up the way people see me.

PA’s Top Enlisted Man Started His National Guard Career in 104th Aviation

Command Sergeant Major Nicholas S. “Chip” Gilliland

His career in CH-47 Chinook helicopters spans three decades, but it took about three seconds for Command Sergeant Major Nicholas S. “Chip” Gilliland to decide on his most memorable mission in a Chinook. One long night in late January 1996 four Chinook helicopters from G Company, 104th Aviation Battalion flew to Williamsport to rescue residents from raging flood waters. In nearly ten hours using every rescue technique they knew, the G Company Chinooks rescued a total of 65 flood victims.

“We set the back end of the bird down on buildings and pulled people up the ramp,” Gilliland said. “We pulled people up with the winch. We set down wherever we could to save flood victims.”

Gilliland operated the winch. For most of the night he and the other members of the crew used night vision goggles and struggled against the rapidly changing weather that caused terrible floods. The temperature was almost 60 degrees during the day, then dropped to below freezing at nightfall and was ten degrees below zero in the middle of the night. Snow squalls hampered both rescue and refueling operations throughout the night.

The floods swept rivers across Pennsylvania causing 14 deaths, damaging 30,000 homes, closing 570 roads and destroying 8 bridges. But the act of rescuing residents altered the life of one of the rescuers

Gilliland is currently serving as Senior State Enlisted Leader for the Commonwealth of Pennsylvania. At the time of the flood, he had served for almost ten years, that included three years on active duty, two stints in the Individual Ready Reserve (IRR), a ten-month recall to active duty during Operation Desert Storm, finally joining the Army National Guard in 1994.

Then in January of 1996, the rescue operation showed Gilliland the importance of well-trained aircrews ready to respond in hours to a statewide emergency. Ten years after his initial enlistment in 1986, Gilliland knew what his life’s work should be.

He served in Company G until May of 1996 when he was hired as a CH-47 instructor at the Eastern Army National Guard Aviation Training Site. Since May of 1996 he has been fully committed to aviation maintenance. At the Eastern AATS he has served as an Instructor, Enlisted Standardization Flight Instructor, Senior Instructor, Section Sergeant, Platoon Sergeant, First Sergeant, culminating in his assignment as Commandant/Command Sergeant Major.

Command Sergeant Major Dell Christine, 2-104th Aviation, credits Gilliland’s leadership at EAATS with creating a culture of safety and thorough maintenance procedures that contributed to the enviable safety record the Pennsylvania National Guard Aviation has had on major deployments to Afghanistan, Kosovo, and Iraq. “The record speaks for itself,” Christine said. “We deployed an aviation brigade to Iraq 2009 and brought all the aircraft and personnel home without a major incident.”

Gilliland says the mechanics and flight engineers who were his first mentors taught him correct procedures. “They were careful, they went by the book. They taught me to do things right.”

From overseeing flight training Gilliland took a big step up in becoming the senior enlisted leader of 17,000 Pennsylvania National Guard soldiers and airmen. “We have 750 men and women deployed at any given time. Thousands in the last two years,” he said.

Maj. Gen. Jessica Wright selected Gilliland from many accomplished Command Sergeant Majors and Command Chief Master Sergeants in the Pennsylvania Nation Guard. She said, “Selecting CSM Gilliland as the State Command Sergeant Major was a clear choice. Though he was surrounded by several highly qualified peers, he stood out as the person for the job.  He is a technical and tactical expert.   Chip is also a Soldier's Soldier; he serves under the mentality that he works for them, the Soldiers do not work for him."

Gilliland’s office in the headquarters building at Fort Indiantown Gap shows at a glance the care and attention to detail that mark his long career. The plaques, certificates, flags and rack of coins that mark milestones in his career are carefully arranged. His desk is organized and clear of stray paper.

When his three-year tour as Pennsylvania’s Senior Enlisted Leader ends, Gilliland said he will retire. He plans to return to work in aviation.

Who Flies That Blackhawk? The Whole Story


Last Month I wrote part of the story below--about the Blackhawk pilot who was a pilot for Gov. Blagojevich of Illinois in civilian life. Here is the four-man crew and their four very different backgrounds.

Task Force Diablo is based in Pennsylvania but includes units and soldiers from across the nation. Because National Guard soldiers bring a variety of life and work experiences with them on deployment, even the smallest unit can include soldiers with a surprising array of skills and experience. In September Alaska-based, Charlie 1-52nd MEDEVAC needed a crew for the chase bird for a routine flight to two of their remote sites. Alpha 1-106th from Illinois supplied a crew for a Pennsylvania 1-150th Blackhawk helicopter. The four soldiers who comprised the Illinois crew on a Pennsylvania helicopter following an Alaska MEDEVAC show how different the members of a four-man unit can be.

Flying in Iraq and Flying in the Spotlight


In the left pilot seat is Chief Warrant Officer Four Patrick Schroeder, 38, an Instructor Pilot with 21 years of service. The Sherman, Illinois, native joined the Army in 1988 and served as a UH-1 “Huey” mechanic for four years before attending flight school. He has been a pilot “24/7” ever since. In 2003 he took a job as one of the pilots who fly the Governor of Illinois. Because he deployed in January of 2009, Schroeder served as a pilot for Governor Rod Blagojevich from shortly after the time he took office in 2003 until shortly before the notorious governor was removed from office in 2009.
Schroeder would say nothing about flying the governor except to say that he enjoyed the times he was able to fly Lieutenant Governor Patrick Quinn and looks forward to flying for Governor Quinn when he returns from deployment. Schroeder was married just a month before his current deployment and took his R&R (Rest and Recreation) leave as a honeymoon in Australia. Schroeder is on his second deployment. He first deployed in Iraq in 2004-5 with Alpha 1-106th for 15 months.

Pilot Engineers a Successful Dual Career


Next to Schroeder in the right pilot seat was Chief Warrant Officer Two Nathan McKean, 31, of Decatur, Illinois. McKean has served 12 years, beginning with four years in the Navy building bombs on the aircraft carrier USS Stennis and in a combat search and rescue unit based in San Diego. McKean came home in 2001, enrolled in college, and joined the Army National Guard. He trained as a crew chief and later deployed to Iraq for the first time with Bravo Company 1-106th in 2004-5. After leaving active duty, McKean decided he needed a good job that would allow him time off for military duty—lots of time off. In 2002, he took a job as an engineer on the Norfolk Southern Railroad. Within a year he was training to go to Iraq, then left for a deployment of 15 months.
Soon after he returned he went to flight school for a year, then had additional training before his current tour in Iraq which began in January. McKean estimates he has worked on the railroad for 2-1/2 years, but has more than seven year’s seniority.

Blackhawk Crew Chief Plans Fixed-Wing Future


Behind McKean on the right side of the Blackhawk was Sgt. Steve Sunzeri, 26, of Naperville, Illinois. Sunzeri has six years in the Illinois Army National Guard. From 2003-7 he served as a scout and infantryman with
Charlie Company 2-106th Cavalry. In 2006 he completed the require-ments for a Bachelor of Arts degree in history. Then in 2007-8 he reclassified to become a flight crew chief, deploying in 2009 with Alpha Company.
After nearly two years of service in helicopters,
Sunzeri will return to college to earn a degree in Aviation Management at the University of Illinois, Chicago, and at the same time train to be a commercial pilot. If everything falls into place, he will start school in the Spring Semester of 2010. “My goal is to fly fixed wing aircraft for a major airline,” Sunzeri said. In the meantime he will be earning the ratings necessary to become a fixed wing pilot while earning a degree that will help him achieve his career goals. He will continue to serve as a crew chief in the Illinois Army National Guard while he attends college and completes flight training.

Door Gunner on Third Deployment at 24


In the left seat behind the pilot is the door gunner, the youngest member of the crew and the one with the most combat deployments. Cpl. Michael Randazzo, 24, of Queens, N.Y., is on his third deployment in six years of Army National Guard service. Randazzo enlisted shortly after graduating high school serving first as an infantryman with the New York based 1-69th Infantry Regiment. In May of 2004 Randazzo deployed with the 1-69th to Baghdad and Taji patrolling and conducting raids. Randazzo also worked route clearance patrolling Route Irish. When he returned from Iraq, Randazzo worked for an executive protection company until June 2008 when he volunteered to return to Iraq as a door gunner with 3-142nd Aviation Regiment. Near the end of that tour, he volunteered for a second consecutive tour as a door gunner with Alpha 1-106th. When this tour is complete Randazzo plans to return to New York City and “squeeze in a semester of college” before going to flight school in the fall of 2010. After flight school he will continue his college education until 2012 when he plans to deploy to Afghanistan as an Army helicopter pilot.

The Smell of Diesel Brings Back Army Memories

During the 23 years I was a civilian before I re-enlisted in the Army, the unexpected smell of diesel that would take me back to the Army in a flash of memory.

In the 70s and 80s, the primary vehicle--the Jeep--had a gasoline engine. but most everything we drove had diesel engines. Tanks, Personnel Carriers, Howitzers and trucks all had diesel engines. Now the Humvees are diesel just like all the other trucks. On all of bases in this barren land of Iraq, power comes from generators. Huge generators, small generators, in-between generators.

Last month in the motor pool one of the mechanics grabbed a 110V drill to work on a 5-ton truck. He had to drill a few holes while he worked on the truck. He fired up a 150hp 6-cylinder diesel generator that happened to be close to his work site. It ran continuously for the entire time he worked on the truck.

On this morning's 5k run, I ran past several howling generators in containers outside the housing areas. Every time I turn on a light, charge a computer battery or go the chow hall, one of those generators is making power for me.

A diesel generator sitting in a Conex roaring day and night is not the most efficient way to provide power, but it is what we have here on Camp Adder, Iraq.

Just a whiff of diesel from a passing bus would remind me of eating on the back deck of our M60A1 tank or the driving in long convoys on the Autobahn that spewed black clouds of diesel from tanks and trucks.

When I get home I will smell diesel and think about those huge generators outside every facility, puffing clouds of smoke and keeping me well-fed and on line.

Home Sweet (Trailer) Home

My youngest daughter Lisa is graduating from Lancaster Country Day School in two weeks. Her older sister Lauren graduated two years ago. A few years ago, the school underwent renovations so my daughters and all their fellow students had some classes in temporary classrooms next to the buildings (trailers). But the students were not allowed to say trailers. These metal-sided buildings were "learning cottages."

Since moving to Iraq, we have had a huge upgrade from 70 roommates in a tent in Kuwait to 2-man rooms for sergeants and junior officers, three-man rooms for enlisted men, and one-man rooms for the senior officers. Here's the basic building:


The Army needs an acronym for everything, so these 30-foot long, eight-foot wide housing units that can be transported on a truck are not trailers, they are Containerized Housing Units (CHU), pronounced "Choo." Most everyone calls them CHUs. When dozens of CHUs are surrounded by 12-foot-high blast walls with latrine CHUs and Shower CHUs in the middle, the result is called a Living Area (LA). There are ten LAs on Tallil. Members of our unit live in most of these living areas numbered from LA1 to LA10. A few of us make jokes about living in trailer parks and putting cars up on cement blocks in the yard, but most people use the acronyms.

Inside a CHU we each get a bed, an end table, and a wall locker. Some soldiers are already finding refrigerators and TVs. As of Saturday night, I have temporarily have the not-available-at-any-price luxury of my own room for one month. My roommate got temporarily reassigned to another base. He will not be gone long enough to take all his gear or reassign his bed, so I am alone for 30 days or so. When he left he said, "Enjoy the library while I'm gone." You can just sit in here and listen to nothing. Which is not exactly true. Since he is so careful to put on headphones to listen to Gangsta Rap or watch movies, I seldom listened to anything in the room. But with the room to myself, I can listen to "Wait, Wait, Don't Tell Me" the BBC World Service, several New Yorker podcasts and Distillations from my work. But mostly, it's quiet in my trailer, I mean CHU.
